Biba, University City’s condensed version of Tria, is finally getting that outdoor patio we told you about back in October ready for fair weather drinking. The deck, which was part of the Biba plan form the get go, has been mired in bureaucratic red tape for months. With proper permits secured, construction of the patio began this week and should be completed by Friday.
