While winds of change huffed, puffed and ultimately petered out with a non-threatening wheeze on liquor store privatization, it seemed as if little if any progress was made on how and where beer is sold in the Pennsylvania. That was until a tipster pointed out to us that the Commonwealth Court of Pennsylvania handed down a decision on the rules set by the City of Philadelphia that requires licensees to apply for a special Off-Premises Sales Permits from the city’s Malt and Brewed Beverage Hearing Board and Pennsylvania Liquor Control Board in order to sell beer to go. The court found the law was unenforceable and that licensees located in Philadelphia County can sell malt or brewed beverages for off-premise consumption without the requirement of any additional permits. As a result of the ruling, the Off Premises Sales application was removed from the PLCB website. [PLCB]
